How Much Does a Retaining Wall Cost in West Virginia?

Two national cost guides put the average retaining wall at $6,081 and $6,300 in 2026. Most homeowners in those guides paid between $3,190 and $9,400. A third guide puts the average at $35 to $65 per square foot of wall face, materials and labor included. These are market numbers, not our price list.

The guides publish national ranges, and they name wall height and material as the biggest drivers. On a sloped West Virginia lot, drainage and digging carry their own costs. A tall wall, or one that holds up a driveway, also brings code rules into the price.

What does each retaining wall material cost?

Material sets the starting price for every square foot of wall face. National cost guides list these installed ranges for 2026, labor included.

Wall materialInstalled cost per square foot of wall faceNotes from the guides
Timber$15 to $30Suits smaller walls with lighter loads
Concrete block$15 to $50The most common pick for home walls
Poured concrete$20 to $50The strongest option, one guide says
Natural stone$20 to $100Price swings with the type of stone

Interlocking block is the fastest to install, one guide says. Hand-stacked stone takes more time and skill, so its labor runs higher. Veridian Corp builds block and stone retaining walls across southern West Virginia. The timber and poured concrete rows are there for comparison.

How does wall height change the price?

Height raises the cost of every linear foot of wall. One national guide puts a 2-foot wall at $40 to $200 per linear foot. A 6-foot wall reaches $360 or more per linear foot in the same guide. Another guide prices walls by length and height, with materials and labor included.

Wall height25-foot wall50-foot wall
2 feet$1,750 to $3,250$3,500 to $6,500
4 feet$3,500 to $6,500$7,000 to $13,000
6 feet$5,250 to $9,750$10,500 to $19,500

Those figures grow with wall face alone. Taller walls also need deeper bases and footings. One guide prices concrete footings for taller walls at $18 to $55 per linear foot. Another says poured walls in freeze and thaw climates may need $30 to $100 more per linear foot for footings.

A short wall has its own math. One national guide says most wall contractors set a project minimum of $1,500 to $3,000.

Why do drainage and backfill drive the cost?

Water trapped behind a retaining wall pushes on it. The guides tie bowing and cracking to that pressure. Every wall needs a way to drain, and most use gravel backfill and a perforated pipe at the base.

Beckley gets about 43.5 inches of rain and melted snow a year, by NOAA’s climate normals. It also sees more than 100 nights a year at or below freezing. Water that freezes in the backfill swells and pushes harder on the wall.

One guide prices a French drain at $10 to $85 or more per linear foot. Fixing drainage behind an existing wall runs $60 to $70 per linear foot in another. Tearing out a failed wall adds $15 to $30 per linear foot. A full rebuild runs $6,000 to $14,500 in one guide.

What do slope and rock add on a mountain lot?

The NRCS soil survey maps about a third of the land inside Beckley on slopes of 15 percent or more. Clifftop and Nallen, the common plateau soils, have bedrock about three feet down. Digging a wall base or cutting into a slope can hit rock.

One national guide says rocky ground can raise labor costs by up to 50 percent. Sloped yards that need terracing can add 50 percent or more. Easy access lets machines do the digging, while tight spaces mean more hand work and time.

Old fill and reclaimed mine ground are mapped around Beckley too. Both behave differently from native soil under a wall. One guide prices excavation at $50 to $200 per cubic yard. We do the digging and base work for a wall as part of our excavation and grading service.

When does an engineer or a permit add to the job?

West Virginia’s State Building Code adopts the 2018 International Residential Code, and local offices enforce it. Its section R404.4 sets two lines for retaining walls.

The first is a wall with no support at its top that holds back more than 48 inches of soil. The second is a wall over 24 inches tall that also resists loads besides soil, like a driveway above it. Either one must be designed to accepted engineering practice. National cost guides price an engineer’s design at $350 to $2,000 or more.

Permits depend on where the wall sits. Communities like Shady Spring and Daniels sit in unincorporated Raleigh County. There, the county building code ordinance exempts retaining walls up to two feet above grade from a building permit.

A taller wall, or one carrying a surcharge like a driveway, needs a county building permit. Even an exempt wall needs the county’s pre-application for zoning and floodplain review. Starting work before the permit doubles the permit fee under the same ordinance.

Inside Beckley, the City of Beckley Code Enforcement Office issues building permits. Its permit page lists no wall height, so ask the office about yours. The Beckley Sanitary Board also permits land disturbance in the Beckley watershed. Its rules leave out minor work that disturbs 500 square feet or less.

Oak Hill, Princeton, Fayetteville, Summersville and Hinton run their own permit offices. Call the one for your address before a wall goes in. National guides put permit fees at $40 to $450. State law also says anyone digging calls West Virginia 811 at least 48 hours ahead, weekends and holidays excluded.

Do tiered walls on a hillside cost less than one tall wall?

Tiers turn one steep bank into shorter walls with level ground between them. One national guide says multiple tiers add installation time and cost. In return, you get flat ground to use and shorter walls to build.

Spacing is the catch. An upper tier set close behind a lower one adds its weight to the soil the lower wall holds. That load can put the lower wall under the code’s engineering rule. So the gap between tiers is part of the design.

Walls that tie into patios and steps are part of our hardscaping work. If a patio goes on the new level ground, see what a paver patio costs in West Virginia.

How do you get a price for your own wall?

Every number above is a market range. Your price comes from your wall’s size and the ground behind it. Drainage and access count too.

Frequently asked questions

How much does a retaining wall cost per square foot?
One national cost guide puts the average installed wall at $35 to $65 per square foot of wall face. By material, concrete block runs about $15 to $50 and natural stone $20 to $100. Drainage and footings can add to that.
Does a taller retaining wall cost more per foot?
Yes. One national guide puts a 2-foot wall at $40 to $200 per linear foot. A 6-foot wall reaches $360 or more. Taller walls need deeper bases and footings, and some need an engineered design.
When does a retaining wall need an engineer in West Virginia?
West Virginia's State Building Code adopts the 2018 International Residential Code, and its section R404.4 sets the lines. An unbraced wall holding back more than 48 inches of soil needs an engineered design. So does a wall over 24 inches tall that resists extra loads, like a driveway above it.
Do I need a permit for a retaining wall in Raleigh County?
In unincorporated Raleigh County, the county building code ordinance exempts retaining walls up to two feet above grade. Taller walls, and walls that carry a surcharge like a driveway, need a county building permit. Starting work before the permit doubles the fee. Inside Beckley, ask the City of Beckley Code Enforcement Office.
Why does drainage add so much to a retaining wall?
Water trapped behind a wall pushes on it, and it pushes harder when it freezes. Beckley sees more than 100 nights a year at or below freezing, by NOAA's climate normals. Gravel backfill and a drain pipe cost money up front. One national guide lists a full rebuild at $6,000 to $14,500.
Do tiered retaining walls cost less than one tall wall?
Not always. One national guide says multiple tiers add installation time and cost. Shorter tiers can stay under the code's engineering lines when they sit far enough apart. That spacing is part of the design.
